    Le paysage de guerre de la République démocratique du Congo (RDC) a acquis une exécrable réputation dans le monde entier à cause des rapports sur l’échelle massive des violences sexuelles. Bien qu’un nombre énorme d’autres formes de violences et d’abus aient également été commises à grande échelle, ce sont les violences sexuelles qui ont reçu la plupart de l’attention mondiale, en particulier parmi les observateurs «de l’extérieur». D’innombrables rapports, articles de journaux, coupures de presse, appels et documentaires ont été consacrés à cette question. Un grand nombre de journalistes, d’activistes et de représentants de diverses organisations et de gouvernements internationaux ont effectué des pèlerinages en RDC pour rencontrer et écouter les survivants de vive voix.

    Sexual Violence as a Weapon of War?: Perceptions, Prescriptions, Problems in the Congo and Beyond2013Bok (Refereegranskat)
    Abstract [en]

    All too often in conflict situations, rape is referred to as a 'weapon of war', a term presented as self-explanatory through its implied storyline of gender and warring. In this provocative but much-needed book, Eriksson Baaz and Stern challenge the dominant understandings of sexual violence in conflict and post-conflict settings. Reading with and against feminist analyses of the interconnections between gender, warring, violence and militarization, the authors address many of the thorny issues inherent in the arrival of sexual violence on the global security agenda. Based on original fieldwork in the Democratic Republic of the Congo, as well as research material from other conflict zones, Sexual Violence as a Weapon of War? challenges the recent prominence given to sexual violence, bravely highlighting various problems with isolating sexual violence from other violence in war. A much-anticipated book by two acknowledged experts in the field, on an issue that has become an increasingly important security, legal and gender topic.

    Abstract [en]

    The Democratic Republic of Congo’s (DRC) warscape has become infamous globally from the reports on the massive scale of sexual violence. While vast amounts of other forms of violence and abuse have also been committed, it is sexual violence that has attracted the lion’s share of attention, especially among “outside” observers. Countless reports, newspaper articles, news-clips, appeals and documentaries have been devoted to the issue. Numerous journalists, activists and representatives of diverse international organisations and governments have made pilgrimages to the DRC to meet and listen to survivors first-hand.

    Abstract [en]

    As a policy field largely characterised by handbooks and manuals, gender and Security Sector Reform (SSR) has been insufficiently studied and analysed. Analytical discussion of what gendering SSRmeans is quite rare, as is the study of the already gendered nature of the security institutions that are the subject of intervention. This policy dialogue unpacks aspects of the discourses and practices regarding gender and SSR. It highlights limitations and problems both in the conceptualisation of gender and its incorporation into practical SSR work. The publication also demonstrates how researchers and policymakers often have divergent views of what gendering SSR means. Finally, it calls for closer and more constructive dialogue between researchers and practitioners, a dialogue which acknowledges the conditions and constraints in these two spheres of work.

    Cet article remet en cause l’idée d’une impunité « quasi-totale » parmi les forces armées congolaises en présentant une série de pratiques punitives et réparatrices ayant lieu hors du cadre de la justice militaire. Il analyse les différents mécanismes et logiques qui informent les pratiques « informelles » et « formelles » de la justice et explore comment ces pratiques sont vues et lues tant par les civils que les militaires, surtout par rapport à leur « in/formalité » et la façon dont elles « rendent la justice ». Cela permet de conclure que les différences entre justice « formelle » et « informelle » sont, à plusieurs égards, davantage une question de degré que de nature.

    Many African migrants residing abroad nurture a hope to one day return, at least temporarily, to their home country. In the wake of economic crises in the developed world, alongside rapid economic growth in parts of Africa, the impetus to 'return' is likely to increase. Such returnees are often portrayed as agents of development, bringing with them capital, knowledge and skills as well as connections and experience gained abroad. Yet, the reality is altogether more complex.

    In this much-needed volume, based on extensive original fieldwork, the authors reveal that there is all too often a gaping divide between abstract policy assumptions and migrants' actual practices. In contrast to the prevailing optimism of policies on migration and development, Africa's Return Migrants demonstrates that the capital obtained abroad is not always advantageous and that it can even hamper successful entrepreneurship and other forms of economic, political and social engagement.
