    In December 2013 war broke out in South Sudan as a result of the power struggle between President Salva Kiir and the ex-vice president Riek Machar. Violence from both sides led to massacres and millions of displaced persons. Agreements to end hostilities have so far been violated. A sustainable peace calls for Ugandan forces to leave South Sudan. The political parties have to reform and be a part of national reconciliation instead of fighting one another.

    Abstract [en]

    In the upcoming elections in Burkina Faso, there’s a need for a clear democratic break with the three decades of de facto one-party rule. At the same time, a moderate approach is needed in dealing with the controversial legacy of the former regime, to avoid further polarisation in an already fraught political situation. These are the recommendations of Jesper Bjarnesen and Cristiano Lanzano, senior researchers at the Nordic Africa Institute, in a policy note on Burkina Faso’s one-week coup and its implications for free and fair elections.

    The business environment for smallholder cocoa farmers in Liberia has improved. Game-changing efforts by the government have increased competition among cocoa buyers and led to higher producer prices. Farmers are also encouraged by new investors to improve the quality of cocoa, for which they earn more. In addition, famers organisations have strengthened their bargaining power. However, policy-makers must be alert to a possible backlash if competion is not ensured, and from elite capture of farmers’ organisations.

    While negotiations are taking place in Algiers, some observers insist on the need for reconciliation between Northern Mali and the rest of the country and particularly between Tuareg and other Malians. But the Tuareg are a minority in Northern Mali and most of them did not support the rebels. So who needs to be reconciled with whom? And what economic solutions will counteract conflict? This Policy Note argues that not only exclusion underlies the conflict, but also a lack of economic opportunities.

    This book analyses the new and difficult roles of regional organizations in peacemaking after the end of the Cold War and how they relate to the United Nations (UN).

    Regional organizations have taken an increasingly prominent role in international efforts to deal with international security. The book highlights the complex interaction between the regional and sub-regional organizations, on the one hand, and their relations with the United Nations, on the other. Thus, the general issues of UN and its authority are scrutinized from legal, practical and geopolitical perspectives. Taking on a broad geographical focus on Africa, the Arab world and Europe, the book also provides an extensive range of case studies, with detailed analysis of particular situations, organizations and armed conflicts.

    The authors scrutinise the heterogeneous relationship between the different organizations as well as the challenges to them: political resources, legal standing, financial assets, capabilities and organizational set up. Moreover, they investigate whether regional organizations, as compared to the UN, are better suited to deal with today’s intra-state conflicts. The book also aims to dissect the evolution of these institutions historically – in relation to Chapter VIII of the UN Charter which mentions the resort to 'regional arrangements’ for conflict management – as well as more generally in relation to the principles of international law and UN principles of peacemaking.

    This book, written by a mixture of established scholars, diplomats and high-level policymakers, will be of great interest to students as well as practitioners in the field of peace and conflict studies, regional security, international organisations, conflict management and IR in general.

    Constructions of gender, embodiment and agency among male Hamas youths in the West Bank are discussed in this article through the prism of violence. It focuses on the constructions of uncertain masculinities in a complex interplay of violence, political Islam, suffering and loss, and the importance of analyzing the body in such processes – both as agential and as victimized – is highlighted. To be able to move away from the sensationalist Western media that often portray Middle Eastern Muslim men as “violent,” and as terrorists, we need to understand the motivations and the meanings of violence. The method of analysis is to use a discourse-centered approach and to use experience-near ethnography that begins with men’s own practices and attends to how they understand themselves, how their bodies are involved, and how they live out norms and ideologies in their everyday lives. Thereby we are able to understand how men’s realities and identities are interpreted, negotiated and constructed and how the body is actively involved in these processes. This approach is relevant since it is possible to analyze the singularity of experience, not only as a form of social interaction, but as linked to social structures and discourses, which implies negotiations of tensions, conflicts, and uncertainties.

    In Uganda, contested relations between the central government and sub-national regions have, since independence, shaped state formation and national identity in fundamental ways. Today, the country is characterised by regionally uneven state presence, and distinct sub-national identities and ongoing contestation over territorial demarcations, loci of authority and political identities. This article explores the politics of territory, identity and authority in three Ugandan regions in this context, in order to analyse the implications for exclusion and conflict at the sub-national level. This involves struggles over the territorial and administrative demarcations of and within regions; the loci and scope of authority with regards to these units; struggles over access to land; and the (non-)recognition of various cultural–political identities in these regions.

In such contexts of uncertainty, state rulers and other social forces advance competing notions of the relevant and legitimate boundaries of territories and identities. This collection of articles examines how, across the continent, struggles over territory are linked to divergent understandings of identity and authority, with significance for territorial integrity, national identity and conflict.

    Recent studies have highlighted the inability of disarmament, demobilization, and reintegration programs to dismantle command structures in the aftermath of civil war. The effect that lingering military networks have on peace, however, is ambiguous. Therefore, a key question—which has so far been unanswered—is why some ex-military networks are remobilized for violent purposes while others are used for more productive ones, such as income-generating activities. In this article, I seek to address this question by comparing two former mid-level commanders (ex-MiLCs) in Liberia and the networks that they control. Based on this comparison I argue that it is ex-MiLCs who are shunned by governing elites as peacetime brokers of patronage—distributing economic resources to ex-fighters—that are most likely to remobilize their ex-combatant networks.

    Many African migrants residing abroad nurture a hope to one day return, at least temporarily, to their home country. In the wake of economic crises in the developed world, alongside rapid economic growth in parts of Africa, the impetus to 'return' is likely to increase. Such returnees are often portrayed as agents of development, bringing with them capital, knowledge and skills as well as connections and experience gained abroad. Yet, the reality is altogether more complex.

    In this much-needed volume, based on extensive original fieldwork, the authors reveal that there is all too often a gaping divide between abstract policy assumptions and migrants' actual practices. In contrast to the prevailing optimism of policies on migration and development, Africa's Return Migrants demonstrates that the capital obtained abroad is not always advantageous and that it can even hamper successful entrepreneurship and other forms of economic, political and social engagement.
