    Abstract [en]

    This paper seeks to examine the post-liberation state building endeavour in South Sudan. Two civil wars stretching over more than five decades in quest for self-determination resulted in the secession of South Sudan. A negotiated settlement formalised in the Comprehensive Peace Agreement signed between the ruling National Congress Party and Sudan people's Liberation Movement in 2005 offered South Sudan the possibility to determine it destiny through popular plebiscite. When the plebiscite took place in January 2011, south Sudanese voted overwhelmingly for secession. On 9 July 2011 South Sudan was declared sovereign state that paved the way for the arduous process of state building. The nascent state was however born into serious problems. This article seeks to analyse the problems and enablement the nascent state encounters.

    Abstract [en]

    The article analyzes the discourse of politics of language in Eritrea. It argues that the language debate in Eritrea over equality of languages and bilingual official langauge policy is more about power relations than about language per se. It relates to politics of identity that derives from the construction of two identity formations as understood by political elites. Equality of languages is based on ethnic identity, whereas official language is based on the construction of supra-ethnic civic identity. According to the constructivist bilingual official language Arabic and Tigrinya are supposed to represent two different socio-cultural identity formation, notably, Islam-Arabic  and Christian-Tigrinya. Consequently, the official language policy debate could be construed to derive from politics of power relation where two groups of elites supposedly representing the two identity formations are engaged in power competition reflecting real or imaginary socio-cultural cleavage of respective identity. In this sense the bilingual official language is designed to create social equilibrium wherein it is supposed that power would equitably distributed between two rival elite groups.

    The 2007 general elections in Sierra Leone marked a decisive moment in the country's post-war recovery. In this article we show how political parties strategically remobilized ex-combatants into 'security squads' in order both to protect themselves and to mobilize votes. We look at the tactical and strategic motives behind ex-combatants' choice to join the political campaigning and the alternatives (such as 'watermelon politics'), and we also examine the deep distrust between politicians and ex-combatants. Focusing on politics as the domestication of violence, we shed light on the continuation of pre-war and war-time mobilization of youth into politics and demonstrate how electoral moments can legitimize violence. In hindsight, the 2007 elections strengthened the democratic process in Sierra Leone, but this article shows on what fragile ground this success was built.

    Based on original interview material, this article addresses the organization of unofficial economic activities within the Congolese (Democratic Republic of the Congo) police force. In contrast to dominant assumptions in security sector reform discourses in the Democratic Republic of the Congo, in which property violations tend to be portrayed as disorganized, ad-hoc activities, following from irregular and insufficient salaries, the article shows how property violations are highly organized with large portions flowing upward in the chain of command. However, the article also argues for the need to go beyond one-dimensional notions of “unrestrained predation” and simplistic dichotomies between civilians (victims) and police/military (predators). Furthermore, it argues for a more contextual analysis in which the core security sector institutions are situated more firmly in the political and economic context in which they operate

    Cet article remet en cause l’idée d’une impunité « quasi-totale » parmi les forces armées congolaises en présentant une série de pratiques punitives et réparatrices ayant lieu hors du cadre de la justice militaire. Il analyse les différents mécanismes et logiques qui informent les pratiques « informelles » et « formelles » de la justice et explore comment ces pratiques sont vues et lues tant par les civils que les militaires, surtout par rapport à leur « in/formalité » et la façon dont elles « rendent la justice ». Cela permet de conclure que les différences entre justice « formelle » et « informelle » sont, à plusieurs égards, davantage une question de degré que de nature.

    This special issue sets out to analyze—from different epistemological perspectives and based on different case studies—tensions that have arisen in a number of recent security interventions in sub-Saharan Africa. The character of international peace and security missions in the Global South has changed significantly after the end of the Cold War. On the one hand, we witness a greater willingness to engage in order to terminate or prevent violent conflict. This willingness is grounded in a broader understanding of security in which the protection of the population is prioritized over the claim to security of a sovereign state. A state’s sovereignty is increasingly interpreted as entailing a responsibility to protect the citizenry. On the other hand, a broadened international will to intervene in conflicts in the Global South raises a number of controversial questions regarding when and how and on whose behalf to intervene. What should be the projected end state of such liberal interventions? What does a responsibility to protect entail, conceptually and in practice? Who are the principal actors in complex and ambitious missions aimed at creating stability, peace, or (human) security? When should a stabilization mission end? What are the consequences when (short-term) security or humanitarian interests and (long-term) state-building or development interest are all legitimized through a discourse of protecting vulnerable populations? And, perhaps most importantly, what stakes do the actors directly affected by the conflict and the international response have? These are some of the questions the contributors address and analyze in this special issue.

    Constructions of gender, embodiment and agency among male Hamas youths in the West Bank are discussed in this article through the prism of violence. It focuses on the constructions of uncertain masculinities in a complex interplay of violence, political Islam, suffering and loss, and the importance of analyzing the body in such processes – both as agential and as victimized – is highlighted. To be able to move away from the sensationalist Western media that often portray Middle Eastern Muslim men as “violent,” and as terrorists, we need to understand the motivations and the meanings of violence. The method of analysis is to use a discourse-centered approach and to use experience-near ethnography that begins with men’s own practices and attends to how they understand themselves, how their bodies are involved, and how they live out norms and ideologies in their everyday lives. Thereby we are able to understand how men’s realities and identities are interpreted, negotiated and constructed and how the body is actively involved in these processes. This approach is relevant since it is possible to analyze the singularity of experience, not only as a form of social interaction, but as linked to social structures and discourses, which implies negotiations of tensions, conflicts, and uncertainties.

    Abstract [en]

    Female circumcision has become a global political minefield, with ‘Western’ interventions affecting Egyptian politics and social development, not least in the area of democracy and human rights. As younger generation of women in Egypt informed by international human rights discourse begins to question norms still upheld by the previous generation, new dilemmas and tensions emerge. In this article, I discuss the risk that international interventions designed to modify local practices may fail when the local moral worlds in which such practices are embedded are inadequately understood. Rather than increasing women's agency, such interventions may reduce it and instead produce a sense of sexual mutilation among women.
