    Abstract [en]

    In September 1982 a number of researcers and representatives of the Nordic development agencies as well as members of several international organizations were invited to discuss the nature and origin of the "recession" in Sub-Saharan Africa. In preparing the seminar a number of scholars were invited to write background papers.

    The country case studies and a paper on strategic issues are presented in this volume. By way of an introduction a presentation is given of the World Bank Report "Accelerated Development in Sub-Saharan Africa - An Agenda for Action", and of the Lagos Plan of Action, adopted by the Organization of African Unity.

    Abstract [en]

    This volume reports on the findings of an international research project on aid effectiveness in Africa. Field studies was conducted in Botswana, Burkina Faso, Ghana, Kenya, Senegal, Tanzania and Zambia and the findings show that Africa's economic crisis has had a devastating effect on aid effectiveness and that too often donors dominate aid decisions, leaving governments without any sense of ownership over their own development efforts. The conclusion is that aid to Africa will have to develop more effective public institutions that fully take charge of the development process.

    The mining sector has played an historically central role in the economy of Africa, but large-scale investment in it declined after 1970. Structural adjustment and the dismantling of apartheid opens up the possibility of a revival of such investment, but also raises questions about the terms on which it will take place and the fate of local small-scale mining industries.

    These two studies examine tensions between large- and small-scale mining in Tanzania, and the emergence of new forms of relation between international mining houses and the national state in Zimbabwe.

    Abstract [en]

    Soil erosion and water deficiency are some of the most serious problems in many developing countries including Lesotho. In Lesotho the problem of soil erosion by water and to a less degree by wind has become so serious that large parts of the country are rapidly loosing productivity due to loss of soil fertility by sheet erosion on cultivated lands; loss of arable and range lands through gully erosion and overgrazing; loss of water supply sources through gullies and runoff following erosion, lowering of groundwater levels through gullies and pipes, and sedimentation in rivers and reservoirs. In these studies the rates, types and extent of the different erosions processes are investigated in eleven small watersheds within the lowlands and foothills regions of Lesotho.

    Abstract [en]

    As Africa enters the 21st century, it faces mounting challenges as well as new opportunities. Unlike in the 1980s and the 1990s, however, the conditions for Africa's sustained growth and development are more favourable today than ever before. As a result of economic reforms the overall growth has been in excess of 4.5 percent annually since the mid 1990s. There is greater consensus among Africans now than at any previous time on what needs to be done to accelerate growth, reduce poverty and promote sustainable development. The positive response of Africa's international partners enhances the prospects for sustaining the progress. Africa is also benefiting from a commodity boom and increased investment in infrastructure and the extractive industry sector. But many questions remain unanswered. The most pressing question is how Africa can best benefit from the rise of the Asian giants, China and India.

    The world is at a critical juncture: there is the opportunity to come together to pursue a common agenda, or it can break into opposing groups based on differences in income, interests, religion or race. Globalisation exacerbates this tension between opportunity and threats. The most keenly felt tension is the sense that globalisation creates greater inequality in an already unequal world. If the world is unequal, then it must be undemocratic as well. As a result, globalisation and democracy come togetheras simultaneous challenges. As far as Africa is concerned, the challenge is how to gain voice in global governance.

    This article analyses current trends in the struggle for democracy in Africa, including the role of social movements. Such movements found early expression in the anti-colonial movement, while recent uprisings in Tunisia and Egypt are reminiscent of the second liberation struggles of two decades earlier. The article undertakes a critical evaluation of emerging democratic forces in Africa, arguing that such a review is vital to the analysis of the trends in the struggles for people power, and explores strategies for avoiding the pitfalls that undermined earlier waves of democratisation in the continent, particularly that of the 1990s when initial euphoria led to uncritical acceptance of movements that were later found to be opportunistic and undemocratic. The article concludes by examining the conditions under which an ‘emanicipatory’ African national democratic project—defined by an increase in people's participation in authoritative resource allocation—can be initiated and sustained in the face of a deepening crisis of the current neoliberal world order.

    The subject of food security and land issues in Africa has become one of increased importance and contention over recent years. In particular, the focus has shifted to the role new Global South donors - in particular India, China and Brazil - are playing in shaping African agriculture through their increased involvement and investment in the continent. Approaching the topic through the framework of South-South co-operation (SSC), this highly original volume presents a critical analysis of the ways in which Chinese, Indian and Brazilian engagements in African agriculture are structured and implemented. Do these investments have the potential to create new opportunities to improve local living standards, transfer new technology and knowhow to African producers, and reverse the persistent productivity decline in African agriculture?     In recent years, China and India have become the most important economic partners of Africa and their footprints are growing by leaps and bounds, transforming Africa's international relations in a dramatic way. Although the overall impact of China and India's engagement in Africa has been positive in the short-term, partly as a result of higher returns from commodity exports fuelled by excessive demands from both countries, little research exists on the actual impact of China and India's growing involvement on Africa's economic transformation. This book examines in detail the opportunities and challenges posed by the increasing presence of China and India in Africa, and proposes critical interventions that African governments must undertake in order to negotiate with China and India from a stronger and more informed platform.

    Singing culture: a study of gospel music in Zimbabwe2002Rapport (Annet vitenskapelig)
    Abstract [en]

    This study examines the historical development, social, political and economic significance of gospel music in Zimbabwe. It approaches music with Christian theological ideas and popular appeal as a cultural phenomenon with manifold implications. Applying a history of religions approach to the study of a widespread religious phenomenon, the study seeks to link religious studies with popular culture. It argues that gospel music represents a valuable entry point into a discussion of contemporary African cultural production. Gospel music successfully blends the musical traditions of Zimbabwe, influences from other African countries, and musical styles from other parts of the world.

    Through the application of multiple methodological lenses, the study sets out to describe, analyse and interpret gospel music in Zimbabwe during the 1990s. It outlines the historical development of popular music in Zimbabwe, alongside locating the emergence of gospel music in the politically and economically challenging 1990s. The report captures the impact of Christianity on music performances, highlights the various groups of cultural workers who have derived opportunities from gospel music and undertakes an analysis of the context in which gospel music was able to thrive. Through an examination of dominant themes in Zimbabwean gospel music and its creative appropriation of various musical styles, the study illustrates the complexity underlying contemporary African artistic products.

    This study also seeks to bring to the fore the long-standing issue of the relationship between Christianity and African culture. Although many African theologians, nationalists, missiologists, Non-Governmental Organisation activists and other practitioners have proffered valuable insights, in most instances their efforts have been vitiated by a preoccupation with a frozen view of African culture. Many writers have tended to view African culture as a relic from some glorious past. Although this may please avid cultural nationalists, it obfuscates the inherently adaptive nature of African, and indeed of any other, culture. Consequently, in this study the focus is on gospel music as an integral part of contemporary African culture. By examining gospel music texts, performances by artists and audiences at gospel concerts and television presentations, the study contributes to the discourses on religion and public spaces. The report also brings to the fore the neglected theme of music and the construction of religious and other identities.

    This report examines the efficacy of the agricultural sector reforms that have been implemented in Zambia since 1991/92 when the MMD government of Fred Chiluba was elected to office. On the basis of empirical material gathered in the field, the report demonstrates the limitations of the reform and identifies a number of constraints that have hampered the private sector and made the agricultural marketing system remain relatively underdeveloped.

    The 2007 general elections in Sierra Leone marked a decisive moment in the country's post-war recovery. In this article we show how political parties strategically remobilized ex-combatants into 'security squads' in order both to protect themselves and to mobilize votes. We look at the tactical and strategic motives behind ex-combatants' choice to join the political campaigning and the alternatives (such as 'watermelon politics'), and we also examine the deep distrust between politicians and ex-combatants. Focusing on politics as the domestication of violence, we shed light on the continuation of pre-war and war-time mobilization of youth into politics and demonstrate how electoral moments can legitimize violence. In hindsight, the 2007 elections strengthened the democratic process in Sierra Leone, but this article shows on what fragile ground this success was built.

    This book focuses on the lives and experiences of young people in Africa. On agents who, willingly or unwillingly, see themselves as belonging to the socio-generational category of youth and the ways in which they seek to shape and unfold their lives in a positive manner. Rather than seeing youth as either a social or cultural entity in itself, or as a predefined life-stage, the book argues for an exploration of how youth position themselves and are positioned within generational categories. In studying young people, social scientists must conceptualise youth as both social being and social becoming; a position in movement. It is from the duality of being positioned and seeking one's own socio-generational position that this book engages in the debate on contemporary African youth.

    Research on soil erosion and related problems was carried out within the scope of the DUSER project in Ugogo in semi-arid central Tanzania in the years 1968-74. The present thesis describes and analyses factors of importance for the initiation and acceleration of soil erosion and discusses the geomorphological effects of erosion processes in the semi-arid environment.

    Fay Chung grew up in a Chinese family in Rhodesia in the 1950s and 1960s. She studied education and literature, and became a lecturer at the University of Zambia in the early 1970s. In Zambia, she joined the Zimbabwe African National Union (ZANU), and took part in the radicalisation of the nationalist rising, which led to Zimbabwe's independence in 1980. The memoirs of Fay Chung give an inside view of the divisions within ZANU during the late 1970s. She witnessed the change of leadership from Sithole to Mugabe, experienced the tensions between politicians and military leaders, as well as the rise and fall of the vashandi movement, which tried to change the direction of ZANU in a more socialist direction. Within ZANU, Fay Chung was prominent in preparing educational reform, and after Independence worked for the Zimbabwean Ministry of Education and Culture - eventually as Minister. Her memoirs describe the efforts to extend access to education and to bring ‘education-with-production’ principles into school curricula.

    Fay Chung also reflects on the ongoing crisis in Zimbabwe. While regretting the violence, she is critical of the new democratic opposition, and supports Robert Mugabe's 'Third Chimurenga' as a return to the objectives of land reform and economic justice, which she sees as the 'heartblood' of the liberation struggle. This is an account, which will be certain to provoke many readers, and which will stimulate discussions both within Zimbabwe and abroad. This edition includes an introduction by Preben Kaarsholm, which situates Fay Chung's narrative in the context of ongoing debates about Zimbabwe.
