    The Horn of Africa: Intra-State and Inter-State Conflicts and Security2013Collection/Antologi (Fagfellevurdert)
    Abstract [en]

    The Horn of Africa, comprising Djibouti, Eritrea, Ethiopia, Sudan and Somalia, is the most conflict-ridden region in Africa. This book explores the origins and impact of these conflicts at both an intra-state and inter-state level and the insecurity they create. The contributors show how regional and international interventions have compounded pre-existing tensions and have been driven by competing national interests linked to Western intervention and acts of piracy off the coast of Somalia. This book outlines proposals for multidimensional mechanisms for conflict resolution in the region. Issues of border demarcation, democratic deficit, crises of nation and state building, and the roles of political actors and traditional authorities are all clearly analysed.

    Abstract [en]

    The article analyzes the discourse of politics of language in Eritrea. It argues that the language debate in Eritrea over equality of languages and bilingual official langauge policy is more about power relations than about language per se. It relates to politics of identity that derives from the construction of two identity formations as understood by political elites. Equality of languages is based on ethnic identity, whereas official language is based on the construction of supra-ethnic civic identity. According to the constructivist bilingual official language Arabic and Tigrinya are supposed to represent two different socio-cultural identity formation, notably, Islam-Arabic  and Christian-Tigrinya. Consequently, the official language policy debate could be construed to derive from politics of power relation where two groups of elites supposedly representing the two identity formations are engaged in power competition reflecting real or imaginary socio-cultural cleavage of respective identity. In this sense the bilingual official language is designed to create social equilibrium wherein it is supposed that power would equitably distributed between two rival elite groups.

    Why South Sudan conflict is proving intractable: Ugandan forces and lack of international commitment two reasons2015Rapport (Annet vitenskapelig)
    Abstract [en]

    In December 2013 war broke out in South Sudan as a result of the power struggle between President Salva Kiir and the ex-vice president Riek Machar. Violence from both sides led to massacres and millions of displaced persons. Agreements to end hostilities have so far been violated. A sustainable peace calls for Ugandan forces to leave South Sudan. The political parties have to reform and be a part of national reconciliation instead of fighting one another.

    Agricultural transformation in Ethiopia: state policy and smallholder farming2018Collection/Antologi (Fagfellevurdert)
    Abstract [en]

    For thousands of years, Ethiopia has depended on its smallholding farmers to provide the bulk of its food needs. But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform.

    This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia’s policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder’s land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.

    Agricultural water institutions in East Africa2015Collection/Antologi (Annet vitenskapelig)
    Abstract [en]

    Climate change is causing growing variability and uncertainty in rainfall in Africa. Since the continent's food production systems are dominantly rain-fed, these changes are putting food security at even higher risk. In order to reduce this dependency, institutional reforms in the agricultural water sectors have become a priority in research and policy.

    In this report, Atakilte Beyene, senior researcher at the Nordic Africa Institute, together with twelve researchers based in Africa, studies current agricultural water reforms in Kenya, Tanzania, Uganda, and other East African countries. The report consists of four case studies and an introductory section. The first case study evaluates the performance of community participation in water resources governance in the Mount Kenya Region. It uncovers the implication of a ban on traditional institutions on water security at a catchment level. The second case analyses the prospects of introducing pro-poor water schemes in conditions where climate change and water inequality are already challenges. It identifies incentive mechanisms that enhance more efficient distribution and utilization of water resources. The third case examines impacts of competitive and intensive farming strategies, especially irrigation schemes, on water demands. The final case study explores how advances in information and communication technologies improve water-use management systems across organizational and geographic scales.

    Failures in considering and properly addressing local resistance have become costly for both the local people and the investors. Land acquisition policies need to be accompanied by mechanisms that address local grievances and conflicts. These aspects are crucial not only to alleviate unjust practices, but also to enhance confidence of investors and performance of the investments.

    Abstract [en]

    Over the last 15 years, Ethiopia has seen remarkable economic growth. The agricultural sector is part of this growth, but its proportional contribution to the overall economy has gone down. There is an urgent need to transform Ethiopian agriculture, not least when it comes to the inefficient land laws that impede young people from investing in farmland. This policy note identifies the structural problems that constrain such a transformation and gives recommendations on how they can be addressed.

    Widespread poverty as well as food and income insecurity plague Africa’s dominant smallholder agriculture. Paradoxically, the very people who mainly depend on agriculture are not able to secure their own food and nutrition needs. Today, three-quarters of Africa’s malnourished children and the majority of people living in absolute poverty are found among the smallholder farmers who are key to the development of the continent.

    Abstract [en]

    The title of this report is inspired by the great Danish author Hans Christian Andersen who in the child's tale "Den Grimme Ælling" ("The Ugly Duckling") tells the story of a particularly ugly duckling. She is so ugly, in fact, that she is despised and disliked by all other ducks and ducklings. After a long and painful period of time, however, she grows up - but not to become an ugly duck. Instead she becomes a beautiful white swan, admired by all. So Andersen's tale has a happy ending-at least as far as the ugly duckling goes. The major question tackled in this report is whether a similar fate is awaiting Tanzania. Having been something of an enfant terrible since the deep crisis in the early 1980s, economic progress since 1995 provides some hope that the duckling period is Tanzania is finally over.

    The study initially emerged as part of the "Emerging Africa" research program launched by the OECD's Development Centre in 1997. Comments from participants in that research program are gratefully acknowledged, particularly Jean-Claude Berthélemy (project leader), Aristomene Varoudakis and Ludvig Söderlind. Jean Bonvin, President of the Development Centre (until spring, 1999) guided the project from the start. The project was financed by generous grants from the governments of Switzerland and Belgium.

    Abstract [en]

    In a broad survey this issue of Current African Issues presents a multifaceted picture of the current state of the African economy. After a period of falling per capita incomes that started in the 1970s, Africa finally saw a turnaround from about 1995. The last few years have seen average per capita incomes in Africa grow by above 3 per cent per year on average, partly due to the resource boom but also due to improved economic policies. Africa receives more aid per capita than any other major region in the world and there is a significantly positive effect of aid on growth. One of the most notable aspects of the current process of globalisation is the increase in trade between Sub-Saharan Africa and Asia, particularly China and India. The authors conclude with a call for policy coherence among donors. The politically most problematic areas for policy change of those discussed in the paper are not aid policy but trade policy and the European Union CAP (Common Agricultural Policy). This is a challenge to EU policy makers, since the latter areas are probably the most important to change if we take our commitment to development seriously.

    Is Uganda an emerging economy?: a report for the OECD project "Emerging Africa"2001Rapport (Annet vitenskapelig)
    Abstract [en]

    In spite of serious external shocks and political destabilisation in part of the country, Uganda has remained a good economic performer since the late 1980s, with over a decade of high per capita growth in excess of three per cent.

    This study concludes that Uganda's medium to long-term success will depend on the achievements in institutional reforms, including raising the quality of the civil service, curbing corruption and implementing an effective regulatory framework. This is important as a poorly functioning public sector is both unable to uphold the rule of law, thus losing the public goodwill necessary for implementing new measures, and a burden on the private sector as it implies increased transaction costs.

    There is a widespread domestic and international concern that the civil strife in the Great Lakes Region might lead Uganda and its neighbours from the path of economic reform back to socio-economic instability.

    Abstract [en]

    Ethiopia is one of the poorest countries in the world with a per capita income of just over US$100. Understanding the causes of the country's widespread poverty is of the utmost importance. Until recently, however, very little household data was available. This study deals with the many aspects of poverty and income distribution in Ethiopia. It analyses the determinants of poverty and how its conditions have changed in both rural and urban areas over time. Rural and urban poverty profiles and the dynamics of poverty are examined, measurements taken of consumption poverty are compared with individual perceptions of poverty, and an analysis is made of the distribution of intra-household expenditure and the dynamics of income distribution. In addition, the functioning of the urban labour market returns to education, and the effects of education on household welfare are investigated. Finally, there is extensive discussion of the wide range of policies that need to be coordinated for poverty reduction in Ethiopia.

    Abstract [en]

    This report attempts to intervene in the discussion on the social effects of structural adjustment through an empirically-based assessment of the impact of the Economic Structural Adjustment Programme (ESAP) of the Zimbabwean state on the country's health sector. The author's conclude that ESAP has resulted in a serious degradation of the poor in Zimbabwe, and an overall decline in the health status of the working poor, which the Social Dimensions Fund has failed to mitigate.

    Create legal entry points into the EU and start recruiting labour through EU embassies in Africa. But don’t forget to take into account the individual aspirations and capabilities of the migrants. Here are some recommendations for policy makers seeking a solution to the Mediterranean crisis.

    • The significant proportion of migrants from Sub-Saharan Africa must be taken into account when seeking solution to the Mediterranean crisis
    • Interventions should prioritise long-term solutions that take the aspirations and capabilities of migrants and refugees into account
    • Creation of legal entry points into the EU should be a central priority, in order to remove the incentive for future migrants to risk their lives at sea
    • Active recruitment of labour through EU embassies in Africa would further reduce the incentive to pursue illegal means of entering Europe.

    The overall message of this policy note is that negative public opinion in Europe is a major obstacle to holistic and sustainable policies relating to African migration. It argues for a shift in wording and perspective away from politicised opinions about immigration, or misplaced ideas of humanitarian responsibilities, towards a more constructive and pragmatic focus on labour migration management.

    In the upcoming elections in Burkina Faso, there’s a need for a clear democratic break with the three decades of de facto one-party rule. At the same time, a moderate approach is needed in dealing with the controversial legacy of the former regime, to avoid further polarisation in an already fraught political situation. These are the recommendations of Jesper Bjarnesen and Cristiano Lanzano, senior researchers at the Nordic Africa Institute, in a policy note on Burkina Faso’s one-week coup and its implications for free and fair elections.

    The benefits of winning elections, and the disadvantages of losing them, must be reduced to avoid the violence that a winner-takes-all situation can trigger. Election observers should pay more attention to subtle forms of violence, intra-party tensions and incumbents playing the security card to justify increased use of force. This policy note considers how to curb the increase of violence in African elections.

    African migrants have become increasingly demonised in public debate and political rhetoric. There is much speculation about the incentives and trajectories of Africans on the move, and often these speculations are implicitly or overtly geared towards discouraging and policing their movements. What is rarely understood or scrutinised however, are the intricate ways in which African migrants are marginalised and excluded from public discourse; not only in Europe but in migrant-receiving contexts across the globe.

    Invisibility in African Displacements offers a series of case studies that explore these dynamics. What tends to be either ignored or demonised in public debates on African migration are the deliberate strategies of avoidance or assimilation that migrants make use of to gain access to the destinations or opportunities they seek, or to remain below the radar of restrictive governance regimes.

    The ruling RHDP's victory in legislative elections in March 2021 has tightened incumbent President Alassane Ouattara's grip on political power in Côte d'Ivoire. Though Ouattara has taken a conciliatory stance towards the opposition since his re-election, his control of political institutions, low voter turnout, electoral violence and the president’s international status heighten the risk of further democratic backsliding in Côte d'Ivoire.

De rika diamantfyndigheter som finns i Botswana exploateras av det sydafrikanska multinationella företaget Anglo-American, som också äger och kontrollerar en kolgruva och en koppar-nickelgruva i Botswana.

    SIDA ger bistånd till Botswana för att minska landets beroende av Sydafrika och för att utjämna skillnaderna mellan stad och land, mellan rik och fattig. Men finns det något verkligt intresse för det hos de styrande i landet?

    This book is about migration to Shashemene, a small town in southern Ethiopia, before 1974. In the book, the migration to Shashemene elucidates the mechanisms behind the movement to small African towns experiencing rapid populations increase but having few opportunities for formal employment. A main issue is how the political and economic history of the southern central region of Ethiopia, as well as, the structure of the Ethiopian urban economy in the early 1970's, has influenced migration patterns of people from different ethnic groups coming to Shashemene. The ethnically stratified occupational structure is outlined, and the role of women in urban Ethiopia is discussed. Studies of other urban areas in Ethiopia are interpreted in the light of the findings from Shashemene.

    Abstract [en]

    This study covers a variety of political and economic aspects of Africa's and South Africa's relationships to the world. The author considers the context of global apartheid, in terms of international stagnation, uneven development and African marginalisation, and evaluates the South African setting as a telling site of worsening inequality. Where does then the New Partnership for Africa's Development (NEPAD) stand on the largest economic and political problems? South Africa's other proposed global reforms are also discussed. Finally, the author records an emerging ideology based not on commodification via globalisation but on decommodification and deglobalisation, and the strategies, tactics and alliances required for African and international progress.
