Resettled for Development: The Case of New Halfa Agricultural Scheme, Sudan2014Rapport (Övrigt vetenskapligt)
    Abstract [en]

This Current African Issues discusses the displacement and resettlement of the Sudanese Nubians into the New Halfa agricultural scheme in Eastern Sudan, the current state of this multi-ethnic community and the challenges the farmers are facing. The Nubians of Wadi Halfa in Northern Sudan (also called the Halfawi Nubians) had to be relocated to New Halfa due to the construction of the Aswan High Dam in the early 1960s. In addition to the loss of ancestral land and the alienation they experienced, the Halfawi Nubians struggled to secure a sufficient livelihood in New Halfa and found their lives irreversibly altered. Although the resettlement of the Nubians did not succeed in rooting them in their new territory and a lot of the Halfawi Nubians have since abandoned the scheme, New Halfa has also created unforeseen opportunities for internally displaced people and migrant workers and become a growing regional centre for business and commerce. Despite the fact that New Halfa failed to meet its original targets, it is an example of a resettlement scheme that, in 50 years, developed and adjusted according to the needs of its current inhabitants.

The Starbucks/Ethiopian coffee saga: geographical indications as a linchpin for development in developing countries2008Rapport (Övrigt vetenskapligt)
    Abstract [en]

A coalition of Ethiopian coffee producers and the Ethiopian Intellectual Property Office (EIPO) set up a programme to acquire trademarks in important export markets, with a view to increasing the profits on these brands for the producers. In March 2005, the Ethiopian government filed its first US trademark applications for three contested coffee names. After 15 months the United States Patent and Trademark Office (USPTO) agreed that the name Sidamo was generic and therefore could not be trademarked. This led to an outcry by some commentators, including NGOs and Intellectual Property Rights professionals. Yet, the arguments in favour of protecting indigenous knowledge under international trade rules as a linchpin for economic development and poverty eradication has been forcefully put forward by African countries and other developing countries in both regional trade negotiations and at the World Trade Organization. With the Ethiopian and Starbucks dispute in mind, James Watson and Jeremy Streatfeild eloquently explain in this piece how geographical indications can be used to enhance the capacity of farmers and economic development in Africa and other least developed countries.

The Role of Food Banks in Food Security in Uganda: the Case of the Hunger Project Food Bank, Mbale Epicentre2015Rapport (Övrigt vetenskapligt)
    Abstract [en]

This study addresses the role the food bank plays in food security, sustainable livelihoods and building resilience to climate change among smallholder farmers in Uganda, and in particular eastern Uganda. Currently, it is difficult to measure the socioeconomic impact of the food bank on smallholder farmers in eastern Uganda due to the difficulty of isolating its contribution from that of interrelated programmes and farmer activities. It is, however, evident that the food bank plays a significant role in improving the smallholder farmers’ food production and incomes. The food bank is actively engaged in training smallholder farmers in modern farming methods, providing improved seeds and safe storage facilities for farmers’ produce, helping farmers to diversify their livelihood sources and providing climate-related information. Prolonged drought and lack of access to sufficient seeds of good quality are the main sources of food insecurity among smallholder farmers. Distance from the food bank and lack of access to information are among the other factors that affected many farmers’ ability to participate in food bank activities. Community ownership of the food bank is still lacking, and this is a long term threat to the sustainability of the project. There is therefore an urgent need to establish community-managed food banks at lower levels that ensure community ownership; equitably distribute benefits among target farmers; encourage seed-saving among farmers; initiate community-supported agriculture programmes to improve access to farm credit; and invest in rainwater harvesting for irrigation.

Begging and almsgiving in Ghana: Muslim positions towards poverty and distress2007Rapport (Övrigt vetenskapligt)
    Abstract [en]

The vast majority of Muslims in Africa generally do not 'objectify' concepts such as poverty and religion in discussion. Poverty is a situation for 'ordinary' poor people in rural or urban poor areas where people seek to make marginal gains in income to avoid ever-threatening destitution and social disintegration. Most of these 'ordinary' poor people, especially poor and illiterate women, do not really believe that things can change. There exists, however, in all Muslim societies and communities in Africa a minority that criticize social and political conditions in society with the stated aim of striving for an Islamic solution to poverty and injustice. The common denominator for this group is that they are urban educated Muslims, having both a traditional educational background and, usually but not always, a modern, secular one, too. For them, the concept of poverty more readily forms part of a religious discourse involving feasible strategies for change. Their basic idea is to highlight the possibilities of generating new forms of financial resources by combining Islamic ethics and norms with a modern development-oriented outlook. Their vision is the usability of obligatory almsgiving in a modern context, namely that, instead of the traditional individual-centred 'person-to-person' charities, zakāt or obligatory almsgiving should be directed to become the source of communal and collective societal improvement. This study focuses on the conditions of poverty and the debate among Muslims in Ghana, a West African country with a substantial but largely economically and politically marginalized Muslim population.

Social welfare in Muslim societies in Africa2002Bok (Övrig (populärvetenskap, debatt, mm))
    Abstract [en]

In recent decades there has been an increasing attempt by Muslim intellectuals to reflect on the provision of social welfare in Muslim societies in Africa. One reason for this is the few, if not non-existent, possibilities of the states to provide for the basic needs of their subjects, a situation that has become painfully evident in most African states not only the Muslim ones.

However, public as well as private provision of social welfare is not a new phenomenon in the Muslim world. Whereas government and public involvement in the provision of social welfare has been haphazard, despite various attempts at direct state involvement especially in the post-colonial world, private and what might be labelled semi-official activities, such as the establishment of pious foundations and the activities of the Sufi orders, have a solid foundation in local Muslim societies in Africa.

This book attempts to emphasise the variety of both agents and ways to provide social welfare in Muslim societies in Africa. In addition, social welfare, as such, is both reflected upon and debated by Muslim intellectuals. The aim of this book has therefore been to capture both the theoretical as well as the actual dimension of social welfare.

Dragkampen på Afrikas Horn1979Samlingsverk (redaktörskap) (Övrigt vetenskapligt)
    Abstract [en]

    Abstract [en]

In 1971 the Scandinavian Institute of African Studies and the East and Central African Office of the International Co-operative Alliance organized a seminar entitled "Efficiency in the Performance of Co-operatives" and it was held at the Co-operative College, Langata, Kenya. The papers in this volume are introductory papers sent to the participants before the seminar, as well as statements made by members of various organizations participating. Although the approaches seem different, there is one similarity to the co-operatives; all of the authors are trying in one way or another to answer the question: "What is co-operative efficiency?"

    Abstract [en]

This is a comparative study of military coups in Africa south of the Sahara between 1958 and 1980. The study is divided into three parts. The first part deals with some different theories found in literature concerning coups d'état on a more general level. The second part is an empirical review concentrating on the justifications given by the military leaders for their interventions. The third part is an attempt to compare the explanations given by the researchers in Part one with the justifications presented in Part two.

    Abstract [en]

Migrant labour is the main source of income of Lesotho society. Its dependence on wage employment as defined by South Africa and the restrictions of foreign contract labour has made Lesotho and its government increasingly vulnerable. The geo-political situation does not seem to give much hope either. Still, the political strategy and the mechanisms of dependence have changed as a result of conscious actions undertaken by the Lesotho government. The dramatic development of this migrant labour society illustrates the realities and the potetial for change. It gives crucial insights into the South African conflict today.

Common security and civil society in Africa1999Proceedings (redaktörskap) (Övrigt vetenskapligt)
    Abstract [en]

This book is the outcome of a conference on Common Security and Civil Society in Africa, held in 1997, and organised jointly by the Nordic Africa Institute and the Common Security Forum, based at the Centre for History and Economics, King's College and the Harvard Center for Population and Development Studies.

The idea that security is to be achieved by cooperation more than by confrontation, and that it is an economic and social as well as a military condition, has been a commonplace of international politics for some 20 years. The geometry of common or extended security is complex. But it usually involves an extension of the domain of security, of the sources of security, and of the characteristics of security. Among these diverse kinds of security, it is political security which has come into particular prominence at the end of the 1990s, most strikingly in Africa. Political security, in the sense of legal and political institutions such that individuals feel secure both in their individual rights and in the development of political culture, has come to be seen as the foundation of all other kinds of security.

The papers presented in this volume seek to go 'beyond the war of images', to imagine a different and more secure future, and they are concerned with five major themes: economic and social change; the prevention of violent conflict; the causes of conflict; political security; the international politics of development partnership.

The Institute has asked one representative from each Nordic country to give an account of how their respective countries have dealt with Africa over the years (in some cases even over the centuries) but with an emphasis on the last 50 years. They were also asked to indicate what role Africa has played in the politics, trade, etc. of their countries. The diversity of the invited authors’ backgrounds and fields of specialisation is reflected in their contributions, but the authors have one thing in common: a long experience from, and deep engagement in, Africa’s development.

This volume is based on contributions to a seminar which was organised in honour of the Institute’s retiring Director Lennart Wohlgemuth in December 2005. African scholars presented their views on “The Role of Africa in ‘African Studies’”, while Nordic scholars and policy makers responded. The deliberations offer a spectre of relevant approaches on both academic as well as policy oriented research and advisory work in and on Africa. The contributions aim at bridging the gap between academics and practitioners. They share a common commitment to African affairs and seek to support and promote these in the international context.

Beyond Drops Water: Four Imperatives to Cooperation in the Nile Basin: Claude Ake Memorial Lecture 20102010Övrigt (Övrigt vetenskapligt)
    Abstract [en]

The Nile basin is one of the oldest places on earth to which renowned civilizations, polities, kingdoms and empires are attributed. The Nile is the world’s longest river whose basin covers some 3.3 million sq. km and shared by ten countries. Whether in the upstream or downstream the countries and communities are permanently bound together, and their millions owe to it the present livelihood and future prosperity. On the contrary, the Nile Basin lacks a cooperative mechanism and perennially stuck in the lingering tension over apportionment of the waters. It is about time now for the Nile basin countries to work towards a viable cooperation beyond drops of water. A mutually acceptable cooperative engagement among the riparian nations is condition-sine-qua-non for enhancing development in each country and achieving the much desired peace and mutual security in the basin. The 2010 Claude Ake Memorial Lecture will, therefore, focus on the economic, environmental, security and institutional imperatives for cooperation and peace building in the Nile Basin.

Dr. Yacob Arsano is Associate Professor of Political Science & International Relations at Addis Ababa University.

The quest for sustainable development and peace: the 2007 Sierra Leone elections2008Rapport (Övrig (populärvetenskap, debatt, mm))
    Abstract [en]

Post-conflict African states such as Sierra Leone, face critical challenges as they embark on the complex tasks of reconciliation, peace and the rebuilding of war-torn societies. Conflict transformation ultimately depends on the democratisation of society, in ways that promote equitable inclusiveness in the political process, social justice and the promotion of citizenship rights. This collection of three essays explores the significance of Sierra Leone's 2007 elections in the light of the quest of the people for a democracy that is responsive to social demands, welfare and popular aspirations. It provides first-hand information and analysis of the struggles of the Sierra Leonean citizens to overcome the legacy of a traumatic past, by using their vote to sanction bad governance, and choose a path to a good life and sustainable democracy as the most viable guarantee for peace and development.

When the State Fails: Studies on Intervention in the Sierra Leone Civil War2012Samlingsverk (redaktörskap) (Refereegranskat)
    Abstract [en]

Compared with Iraq, Afghanistan and Kosovo, the recent western intervention in Sierra Leone has been largely forgotten. This book provides a comprehensive and critical overview of what happened, and examines its ongoing consequences.

Sierra Leone’s civil war began in 1991 and was officially declared over in 2002 after UK, UN and regional African military intervention. The contributors provide an informed analysis of the impact of the intervention on democracy, development and society in Sierra Leone. They take a particularly critical view of the imposition of neoliberalism after the conflict.

Refugees in Botswana in the light of international law1990Rapport (Övrigt vetenskapligt)
    Abstract [en]

Africa has more refugees than any other continent. Some have fled from war, some from natural disasters, and many from both. This study is based partly on a field study to Botswana, encompassing interviews with different institutions and persons involved in refugee work, and archive work in that country. It is an unusually detailed and painstaking effort to examine the legal framwork, and the legal problems invovled in the refugee movements. Some of the problems discussed are the relationship between national law and international conventions concerning refugees, the determination of refugee status, the freedom of movement of the refugees, their right to work, and the question of refugees' right to acquire citizenship.
