Abstract [en]

Located in one of the world’s most arid regions and heavily reliant on food imports, Qatar’s food system faces significant vulnerabilities due to climate-induced impacts and resource constraints. This chapter adopts a mixed-methods approach to explore stakeholders’ perspectives on food system challenges and pathways for transformation toward greater climate resilience. First, we qualitatively analyze insights from a national food system conference to identify key climate-related challenges Qatar’s food system faces. Next, we conduct a survey-based assessment to quantitatively examine stakeholders’ perceptions of these challenges and their priorities for transformation. The findings reveal four stakeholder perspectives for enhancing climate resilience. The first cluster, labeled “creating an enabling environment for sustainable practices through supportive policies and regulatory frameworks,” comprises 11 members of the total 42 surveyed stakeholders and 13 defining statements. The second cluster, with 9 members and 11 defining statements, highlights the need for economic and social measures and incentives to support mitigation efforts. The third cluster (6 defining statements and 12 members) emphasizes promoting sustainable practices throughout food supply chains. Finally, the fourth cluster (9 defining statements and 10 members) underscores the importance of fostering innovation and capacity-building for climate resilience. A deeper analysis suggests that stakeholders recognize the urgency of addressing multifaceted climate challenges that affect various components and actors within the food system. Achieving climate resilience will require a systematic and integrated policymaking approach that balances economic, social, and environmental priorities. In addition, building climate resilience will also demand enhanced collaboration between government institutions, private sector entities, and grassroots actors, along with cohesive policies that align climate action with food system objectives.
